Roles and Responsibilities:

  • Manages the activities and people associated with the project as well as the success of that project
  • May be required to hire staff to fulfil project deliverables
  • Plans and defines the scope of the project in keeping with the SOW and project deliverables
  • Manage and coordinate all project deliverables and schedule with key business leaders, stakeholders, technical staff and external contractors
  • Defines project schedules to plan and coordinate project activity
  • Develops and tracks project budget and forecasts labor and expense
  • Performs resource planning and allocation of staff within and across projects
  • Provides technical coordination and leadership for staff
  • Designs, develops, documents and implements new projects
  • Provides oversight and direction of programming and testing for projects
  • Ensures projects are securely delivered and fulfill expectations
  • Identifies opportunities for enhancements and refinements to standards and processes
  • Develops and implements Quality Assurance Plans
  • Works directly with Architects, System Analysts and QA team to manage the technical aspects of a development project
  • Makes sure that project documents are complete, current and stored appropriately
  • Provides risk analysis, planning and development of strategies for risk mitigation and contingency planning
  • Develops effective and timely internal and client communications
  • Performs project closeout and lessons learned

Skills / Requirements:

  • Experience in applications including Microsoft Office products such as MS Project, Excel, Word, PowerPoint and Visio
  • Experience managing web and mobile application design, development, testing and deployment
  • Exceptional analytical and problem solving skills.
  • Must be able to communicate effectively to technical and non-technical staff up to and including executive levels.
  • Earned Value deployment and reporting
  • Experience with structured design and both waterfall and Agile methodologies ( including implementing SCRUM and SPRINT best practices)
  • Strong verbal, written and presentation communication skills and the ability to communicate complex technical concepts
  • Experience leading code reviews
  • Self-managed, highly motivated and has a strong drive for results
  • PMP certification desired


  • Bachelor’s degree
  • 5+ years’ experience
  • Understanding and previous experience managing programming, database and system design and testing of solutions
  • Armed or Air Force industry experience highly desirable
